New St Agnes Library public consultation at the Miners and Mechanics Institute

Desmonde Associates is pleased to announce that along with the St Agnes Parish Council we will be holding a public consultation for the proposed new Library

Desmonde Associates is thrilled to invite the community to take part in a public consultation regarding the much-anticipated development of a new library in our local area. As strong advocates for inclusivity and community involvement, we firmly believe that engaging residents in significant decisions that shape our shared spaces is of the utmost importance.

This public consultation offers individuals and groups the opportunity to actively contribute to the design, amenities, and services of the future library. Our primary goal is to create a welcoming and diverse space that addresses the unique needs of our community, promoting a sense of belonging and facilitating the exchange of knowledge.

This consultation provides an invaluable chance for everyone's opinions to be heard and to contribute to the creation of an energetic and inclusive hub for education, collaboration, and personal growth. We wholeheartedly encourage all members of the community to participate, attend meetings, and offer their invaluable input to ensure that the envisioned library genuinely embodies our local values and aspirations. By working together, we can construct a library that stands as an iconic symbol of knowledge and community enrichment for years to come.

This community event precedes the planning application its purpose is to notify the public of the concept at an early stage before planning is submitted so that input regarding materials being used, new ideas for the way in which the space can be used can be included. Development of a publicly owned building should be managed using the principals of feasibility, requirement and need.

At Desmonde Associates our approach is to do the following:

  1. Feasibility: The first stage is to determine whether the proposal at its most basic level viable based on planning, legislation and community needs. Only if it is viable do we move to stage 2,

  2. Concept: The second stage is to develop a concept and build upon stage 1 and develop a proposal which stakeholders such as the community, parish council and other key decision makers can view and give their input on,

  3. Proposal: The third stage is to develop a realistic proposal based on social, environmental and economic need,

  4. Pre-Planning: The fourth stage is to ensure that prior to the planning submission all stakeholders can give their views in relation to planning policy and legislation, involving further public consultations and discussions ultimately confirming that the proposal is viable.

  5. Evaluation: The fifth stage allows for the transparent evaluation of the financial, social and environmental factors surrounding the proposal informed by the treasury green book and orange book.

The purposes of these stages is to ensure that instead of a big bang approach to developing and funding a project the process is managed in an open and realistic series of gateways each one only leading to the next if its predecessor is successful.
